California DMV Driver's License. California residents 15 ½ or older may apply for their driver’s permit to begin learning how to drive. In order to get your learner’s permit, you’ll need to take the California DMV written test, which will have 46 questions and you’ll be required to answer 38 correctly to pass.
You only need to take a written test if you wish to renew before your renewal notice. You should get a renewal notice in the mail 2 months or so before your license expires and that waives you from the test. Test for renewals is only 18 questions and a minimum of 3 incorrect answers to pass. I would just keep waiting then. You can renew online, by mail, or visit a field office. Field office visit is required if you wish to apply for a federally compliant REAL ID license which requires a certified copy (NO PHOTOCOPIES) of a Birth certificate, SSN card (or W-2), and a valid proof of residency (not an ID Card, usually a bill or document).
Marriage certificate, court order, and/or divorce decree is required if there is a proof of name change. I'll explain more. When a Federal Non Complaint Driver's License application is presented an employee will enter the details into a system that will return information pertaining to the driver's license record. If the employee doesn't have the renewal notice in front of them indicating what kind of test, if any are due the system will reflect that. However, if they same applicant (let's say eligible for renewal by mail/internet) were to walk up and ask for a REAL ID license, an inquiry would need to made as if the customer was still applying for a non complaint license FIRST! Otherwise without any prior notice mailed by the DMV, it would be assumed all test (vision and knowledge) are required.

The waiver information simply does not carry over within the database.
